A charter is issued by the government of Silvermoon to various orders (whether they be merchants, scholars, artists or mercenaries) so that they may legally practice their trade within the city. All charter income is taxed based upon the nature of its business.

An order may decide not to apply for a charter if it is very small or would rather not have the government aware of its existance. Most orders opt to become chartered because of the recognition an official title brings.
